News line Promoting Growth: Reforms Proposed to Philadelphia's Zoning and Permitting Practices

With support from the William Penn Foundation, the Building Industry Association of Philadelphia has released “If We Fix It, They Will Come,” a report advocating changes to Philadelphia's unpredictable and cumbersome Zoning Code and permitting systems. 

The report identifies ten potential improvements to the city's current development review process, designed to eliminate or change steps that unnecessarily add to the costs of building and rehabilitating homes in Philadelphia.

Other cities, notably Baltimore, Boston, and Pittsburgh, among others, have streamlined their zoning practices and reaped great rewards, including lower costs of construction regulation, growth in private investment, increased tax revenues, new jobs, and new residents.
