The Pennsylvania Budget Policy Center, a non-partisan, independent policy analysis project, today released a report on the Commonwealth’s state and local tax systems. Their findings indicate that Pennsylvania ranks 32nd in taxes as share of personal income and 30th in state spending, but the Commonwealth’s tax system is highly regressive, placing a greater burden on the poorest 20 percent of our citizens.
The report suggests that these inequities can be addressed through greater investments in public goods that contribute to the state’s growth and economic competitiveness, such as public and higher education, workforce development, and transportation.
