Ronnie L. Bloom, Esq. is the Director of Children, Youth, & Families at the William Penn Foundation, where she manages grantmaking and other activities intended to promote the full development of children and youth to become capable adults and productive citizens, with a special emphasis on key transitions in their lives.

Since coming to the Foundation, Ms. Bloom has led its efforts to improve early care and education for young children in both the state and the region.  She has had primary responsibility for one of the Foundation’s largest initiatives, Child Care Matters, a six-year, $14 million investment in promoting quality child care in Philadelphia, and has managed a number of systems reform and service integration efforts.
